Dark sky is going away and I am being told to use apple weather, however I can’t download it’s it states I lack features to use it? As noted dark sky works fine?

You have the Weather app on your iPad.

You have quick access to App Library by tapping the App Library icon in the iPad's Dock.

You need to tap Search en not Today.
Apple didn't add a Weather app to iPadOS until iPadOS 16. So, if your iPad supports it, update to iPadOS 16. Or, select a third-party weather app from the App Store. There are lots.
I’m also having identical issues… Apple Weather app is missing on my brand new iPad and is not present in the App Library. The App Store shows a dithered out open button.
