Can the SE Apple Watch with cellular operate on its on line when paired on the family data plan?
I am not interested in having it operate only on Bluetooth, but rather as it’s own line for text and talks
Or, do I need to purchase the series 8?

According to the article linked to above, it should work.
An Apple Watch Series 4 or later with cellular,* or Apple Watch SE with cellular, with watchOS 7 or later.
