disable completely bluetooth macbook M2

Hello, I would like to disable bluetooth completely on macbook air M2 with Monterey or Ventura.

The bluetooth can not be activated if the person is not admin.

I need this function to give exams. The students can't use the bluetooth and activate the connection to their mobile phone.

With WIFI this function is possible, you have to be admin. Here with Bluetooth, I can't find any solution to block it.

You can turn Bluetooth off in System Preferences (Monterey) or System Settings (Ventura). Of course you lose a number of functions if you do.

Thanks for your answer, but anyone can go back into the preferences and re-enable bluetooth. Here I am looking for a solution so that it is no longer possible for a non-admin person to activate the bluetooth.
