Iphone 11 Adding New apps

I am trying to add new apps to my new phone.

i get to the app store, can navigate to what i want and then start to download.

cicle rotates and then stops and goes back to start

iPhone 11, iOS 16

(1) Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:

Press and quickly release Volume UP button
Press and quickly release Volume DOWN button
Press and Hold the SIDE button until an Apple logo appears and then release the Side button (Can take up to 20 seconds. (DO NOT release Side Button when invited to Slide Power OFF).

(2) If the above does not work then - Try downloading the apps from the App Store about an hour or so later. There may be issues at App Store end. I have experienced this in the past and generally is resolved after attempting to download apps a little later.
