Just started a few days ago. Will not respond whenever I try to open a link. Or it may take me to a blank page

As an initial step, clear your cached Safari data - and then perform a forced restart of your iPad.
Clear Safari cached data:
Settings > Safari > Clear History and Website Data
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

I have no idea what you are attempting to describe. Perhaps post a screenshot here - as this may help you to better describe the nature of your problem.

To funny. I keep getting suggestion highlighted in blue telling me to open. That is the problem. I cannot open any links!
