Welcome to the Apple Community.

if you are not using the other options jn he "Related Article" above your question:

Article says:

"If these options aren't available,

contact your carrier to activate your eSIM using a QR code or your carrier's iPhone app"

So it seems the carrier would supply either a QR code or an app for you to use.
