Is Screen Time Enabled? If you do not have the permission to add a contact, then that would make this occur.
Removing Restrictions:
You may have restrictions on your device that is getting in the way here. It seems you have Screen Time enabled, and contacts do not get saved. So, contact the person who set up Screen Time to remove the restriction to Contacts. As an alternative, create one on an eMail provider's site, and then add it hat way.
