I can’t charge phone since I put rice in it to remove water from screen. The screen will not work all the way for me to login with passcode or fingerprint. Can I still transfer all things to new iPhone?

Water under the bridge at this point, but Apple specifically warns against trying to use rice or a similar material to try to fix a moisture problem.
No way to transfer things to a new phone if the damaged phone is not operating correctly. Hopefully, you have a recent backup of the old phone that you could use to restore data to a new phone.
Might be worth taking the phone to an Apple Store or authorized Apple Service shop to look at the possibility of repairs to the old phone.

No it will not work. You will have to get the screen fixed / replaced. You cannot transfer data from a locked iPhone.

If you can't charge the phone, you may have gotten a grain of rice stuck in the charging port. This is one of the many reasons that, as Bob pointed out Apple doesn't recommend using rice. The other reason is that it doesn't work.
Under a bright light, using a magnifier if you have one, use something non-conductive like a toothpick to remove any bits of rice that may have gotten stuck. If charging is your only problem, that might do some good. If there are other, large issues, you'll need to pursue repair replacement options.
