I deleted all my notes from my phone that are saved to iCloud. When I went to iCloud and about 15 notes were missing and now they are not in my notes on my phone or neither in iCloud.
If you delete an iCloud note on your phone it will also delete on iCloud and all your other devices signed into your iCloud account. iCloud is a syncing service. This is the way it works.
You may be able to recover the notes. Sign into you iCloud account at www.icloud.com and you should see a folder called Recently Deleted. Deleted notes will reside there for 30 days.
You mentioned that the notes are not in iCloud. Have you already checked the Deleted Notes folder?

I have already checked my recently deleted folder and that is also empty so I guess I can’t find them anywhere.
