No Touch ID Settings in macOS Ventura

I upgraded from macOS Monterey to macOS Ventura and tried to set up touch ID but unfortunately I don't see any touch id option in System Settings. I also tried to search but no luck. Here is screencast showing the issue I am having.

also please note that I had upgraded because I was unable to register my fingerprints with touch id. I was giving me error that maximum number of fingerprints are already registered on this touch id.
