I'm trying to locate my 6plus iPhone

Yes, however Find My must have been activated on the iPhone before it was lost. Furthermore, your iPhone will only connect to the Wi-Fi Networks that are previously known. Yes, it can connect and report its location via the cellular network if you left the cellular service ON on it. In the end, if the battery is dead, then there is no way to report its location.
