Possibly that one TV doesn’t have the same support for video settings, possibly the HDMI port is different (less bandwidth).
The Chroma subsampling rate for YCbCr can be 4:4:4, 4:2:2, or 4:2:0 for HDMI video connections, may less depending on equipment, cables, and HDMI port. It has very little benefit to chose anything other that 4:2:0 (if available), as ALL streaming video is encoded as 4:2:0 anyway. Other settings just use more bandwidth for the exact same video quality.
To return to a functional video signal when you get a black screen, you may cycle video settings until you get some working signal. See the second bullet point in: If your Apple TV doesn't turn on - Apple Support.
