if you mean a refund for a product try reading Returns & Refunds - Shopping Help - Apple

if you mean refund for an app try reading Request a refund for apps or content that you bought from Apple - Apple Support

or you can try reaching out to their support -> Get Support (apple.com)

and or give them feedback -> Product Feedback - Apple
