cannot activate imessage on esim

I have been unable to activate imessage or facetime since switching from physical SIM to eSIM. I just get an error "an error occurred during activation try again"

I've tried turning imessage/facetime off, restarting phone, signing out of appleID, and ensuring I'm running the latest iOS (16.0) - I've read that there are other people having problems with eSIM but I've not been able to get a fix that works.
