If all inbuilt applications are synced with iCloud including iCloud Drive , keychain , and other inbuilt apps like notes , mails , calendars , contacts , photos .....etc and automatic iCloud back up is turned on How to back up your iPhone or iPad with iCloud - Apple Support

Back up iPhone - Apple Support

Note: If you turn on an app or feature to use iCloud syncing (in Settings > [your name] > iCloud > Show All), its information is stored in iCloud. Because the information is automatically kept up to date on all your devices, it’s not included in your iCloud backup.

When you purchase a new iPhone and set it up Set up your iPhone or iPad - Apple Support use the same sim of your old iPhone , and set up iCloud and sign in with same Apple ID and password on the same network all iCloud data will again sync with inbuilt features that has to be turned on .
