I can't pair my Apple Watch with iPhone

I have a new (renewed)unpaired I watch and can’t pair it to iPhone. Can’t find how to connect to Wi-Fi without pairing because of this update checking.

What model of phone is it and what version of ios is it running?

What model of watch is it and what version of WatchOS is it running?.

What troubleshooting steps have you tried?.

What errror messages are you receiving?.

Has this watch ever been paired to another phone?(Very important).

Also I watch keeps asking me to continue setup on iPhone. Nothing to continue on iPhone.
