Apple TV remote works but does not control the volume

Just hold down the TV button and Volume down buttons simultaneously for 6 seconds and that should reset the Siri Remote and will fix the IR programming of the volume buttons.

I have the same problem. Started after an appleTV update.

Now I have to use two controls.

The apple technicians should look into this.
