Go to settings>general>reset>and reset all settings. (this does not delete data but it does remove personal settings)

• Force close the app (How to force an app to close - Apple Support), 

then

• Force reboot your device (Force reboot device - Apple Support)

go here - Get Support and see if you can use the chat feature and they can run a diagnostic for you.

Are you saying that there is no bokeh or that the portrait feature of isolating the subject is not being applied?

1. is your camera lens clean?
2. Did you drop your device ever even just a little bit?
