Why not? What happens when you try? Do you get an error? If so what does it say?
Are you sure its a 6s and not just a regular 6?
An iPhone 6 cannot update beyond iOS 12.5.6. That is the most current version its hardware can support.

On your iPhone go to Settings->General->Software Update.
What shows up when you go there?
The support document tells you to do exactly that. It's not a link to download the update. It's a link to instructions.
It doesn’t give me the option to update the software. It just gives me the link to apple support. It’s a 6s
