Carrier Cannot Be Added

Your device can only use cellular plans

from a different carrier.

this appeared when I was going to add cellular plan. Why ???

Your phone is locked to a carrier. You need ro contact that carrier and ask them to unlock it before you can use your phone with a different carrier.
