How do I transfer Apple Cash to a Bank?

Yes, Apple says I have to transfer the money to a bank. There is even a restriction on my account. To remove the restriction, Apple says I can spend the money or transfer to a bank. Does that mean I have to buy apps forever? There is nothing I want in Apps.
