My payment method will not stay Verified

When trying to purchase something on the app my payment gets declined but I have a card on file and even PayPal

Possible fixes.   Fix ‘Your Payment Method Was Declined’ Error In App Store.  -


                          Payment method declined in iTunes or the App Store.   -
