My iPhone screen is unresponsive. I tried to power down and restart but the shut down screen wants me to swipe the button right - the screen is unresponsive. If I hold down the right and upper left buttons long enough the SOS starts to countdown, presumably to call 911. So I stop that sequence.

(1) Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:
Once the Apple logo appears be patient for a moment and then you should be able to swipe up and enter your passcode
