I went to pull up a note from my iCloud account on my phone, when I realized it said Zero next to it. Then I logged into my iCloud account and no notes were found. I back up all my notes to my iCloud account. Where are all my notes? Any idea what could have happened and how to recover them?

Either you didn't synced notes with iCloud Set up iCloud on all your devices - Apple Support or you had deleted notes from iPhone , when 30 days are crossed the notes are automatically erased from the device and iCloud.com and can't be recovered Delete and recover notes on iCloud.com - Apple Support
See this thread I’ve lost a note in the notes app , how d… - Apple Community ( most probably permanently erased notes can't be recovered ) .
If iCloud storage was full the extra storage occupied by inbuilt applications like notes , photos .... won't stay and they will automatically erase .

My iCloud notes disappeared overnight. I called Apple and spoke to their senior tech team who advised me that they were no longer backed up or retrievable. I didn’t make any changes including updating to a new iOS. The first tech (Kyrian) I spoke to told me to check for my notes on other devices, and I found them, but as soon as my phone connected to the Internet, they disappeared. If he had told me to turn off Wi-Fi and check the notes, I would still see them and have access. He then told me that it’s likely an iCloud problem because the notes were still visible. After updating all of my phones and devices to the new iOS, I called back and two technicians told me that my notes had been deleted.
Apple isn’t taking responsibility over thousands notes being stored on iCloud over several years. These notes were the life blood of my business. Unfortunately, I don’t trust Apple at all and will not store any information on their cloud or anywhere else with them. Very disappointing!
I use notes every day on my iPhone and Mac. They were always backed up to iCloud, but suddenly they disappeared overnight and Apple could not explain how or why they did or provide me with a solution for getting them back. I had over 1000 notes that I used in my business on a consistent basis. If you have another solution or a way for getting them back, please let me know.
