Are they still in the Recently Deleted folder?
Go to the Pictures folder and then enter Time Machine. You'll be in the current version of the Pictures folder so make sure you go back in time day by day until you get to the library which you deleted. Then restore it.
So do you see a library in time machine (from a date before you lost it) in the pictures folder?

Have you tried creating a new library? Or is your library on an external disk (make sure it is connected/plugged in and working)
Try holding down the option key while starting photos. Is more than one library listed? If so open each in turn to see if they contain your photos.
What do you see when you "option start"?
In what way is time machine not working?
(You have to restore the whole library - time machine can't restore images out of the library separately)
Where was the library stored prior to the problem?
No. Nothing there. I now get Welcome to Photos. As if It's a fresh start. Thank you Yer-Man.

Am trying to load photos from back up disc - not working. Have tried with Time Machine but no go there

I can't see photos anywhere. Time Machine has been backing up since June 2013 and just now at 0938.
The Library was (is?) in Pictures.
