Your Apple ID isn't enabled for iTunes Connect

Two days now, I have ran into this. Two months ago this wasn't an issues, but I needed a form for my pen-name. Now that I have purchased the rights (because that is a thing) now I can't get past the iTunes Connect page. I made a second Apple ID. Still nothing. I looked at Safari settings and made sure web blockers and cookies were all good. Still nothing. I made sure two-step-id and my credit card info are correct and good. Still nothing. This is the definition of insanity, because I keep doing the same thing over again expecting a different result. I worked for me two months ago, but now, I can't get past the iTunes Connect page. The application page only takes me to the login page. Once I TRY to login, it just reloads the page and asks me to reenter my Apple ID.


Is this something new?

No, I did not have Intunes Connect access. 
I solved the pb by connecting the new identifier to my Ipad. 
By going through Music then iTunes Store, I was FINALLY able to access the famous activation page
. So the easiest way was to avoid the mac and go through Ipad or Iphone 
(this so that the many people who encounter this problem can read this solution). 
Thanks for your help. Even at Apple no one suggested this issue to me.

Ok. So, I had a active credit card already on my Apple ID, but I decided to add a check/debit card. This is what solved the problem. I don’t know why this solved the problem because both cards are active, but it ended up working. Try doing that, if you are able. My Apple ID is able to use iTunes Connect now. It took a couple of weeks of trouble shooting and phone calls to do it. Apple didn’t even know what was going on because I met all the criteria, so adding a different card never came up in conversation.

I have a similar problem. 
I can't access Itunes Connect or Apple Podcast even though I completed my profile, 
validated the email and added a payment method. I keep getting the error message 
"Your Apple ID is not activated for iTunes Connect." 
Impossible to contact assistance, the phone is still on answering machine, 
by email no answer and the Chat is inaccessible since the identifier is not activated. 
I never received a url to activate it, I never got a message to activate it.
 I have been relaunching Apple for 3 days. 
Nothing moves.
