I purchased a used ipod 5th gen and need to reset passcode without pc. Any suggestions?

If it's just the passcode, use a friend's PC or take it to an Apple Store. If it's Activation Lock you'll need the seller to remove it (or get your money back). See: Activation Lock for iPhone, iPad, and iPod touch - Apple Support
