Cannot create a new empty music library

I want to create a 2nd library to put my own band demos in. So I:

  • Open Music with Option key pressed
  • Create a new library & give it a unique name
  • Click Ok

The new library opens and invites me to add music by browsing Apple Music. (I don't want to do this as I have my own music files on my MacBook)

However, within about 10 seconds, the new library populates with my original full library. When I check the new library file and media, it is empty - so why is it showing everything from the original library?
