What do you mean by family tracking? Maybe:

Set up Find My on your iPhone, iPad, iPod touch, or Mac - Apple Support

and

Find friends and share your location with Find My - Apple Support

I was told by an Apple rep at a store that there is a program that I can set up to track my family members.

That is the Find My service outlined in the articles I posted earlier. There is no tracking history, only current or last known location (for up to 24 hours).
