I have a 7th generation IPad. How an I tell if it is a Wi-Fi version or if it has access to cellular too?

Go to Settings>General>About>Model Number. Tap on it until you get the A#### number, then take a look at this support document, search for that A number, and you will find out if it is wi-fi or wi-fi + Cellular. Identify your iPad model - Apple Support

The “A” model number can be found on the aluminium back of your iPad, in very small print, right under the larger bold print “iPad” on the back of the iPad.

That will tell us if your 7th gen iPad is a WiFi ONLY model or a WiFi AND cellular data model.
