Why does it say “update requested”? What does that mean? Because it still won’t let me update it?

“Update requested” indicates exactly what it says; your iPad has requested a update from Apple’s update servers - and is waiting for the request to be fulfilled.

Apple’s regional server infrastructure can sometimes be too busy to immediately respond - and you may have to wait some time (typically minutes) for the update to begin downloading. If the request is never fulfilled, but remains “pending” for an extended period, this often indicates that your iPad cannot properly communicate with the update servers. In such circumstances, a restart of your WiFi/internet router will clear the issue.
