Region change

I am having ₹269 in As Apple credit and i need to spend the amount in order to change my region but when i try to buy something with this amount of same value it shows insufficient credit i dont know what to do

Buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account. See the Apple Support articles below for contact information.
