If I’m understanding correctly, your trying to click this button (image below)

And it’s not bringing up this (image below)

I’d first try powering off your phone, then power on, then make sure you have a Wi-Fi connection and try again. Otherwise, I’d say, checkout this article: If you can't add a card to Apple Wallet to use with Apple Pay - Apple Support
