How to free up storage on iPhone so updates can occur?

Trying to free up storage so my updates will occur, but "storage" never finishes loading

Hello, You could try Off Loading Unused Apps. Go to Settings > General > iPhone Storage > Offload Unused Apps > Enable. Just above that setting you can see you Total and remaining amount of storage you currently have. You can also offload photos to iCloud storage or iMac or PC. Transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC - Apple Support
