How to unlock my new iPad?
A “new” iPad that is fresh from the manufacturer’s packaging shouldn’t need any form of “unlocking” - as you’ll be setting-up a device as new.
If you have purchased a device in the belief that it is new/unused, only to find that it is locked with either a Passcode or Activation lock, you should immediately return the device to the retailer for exchange or refund.
If purchased with an active Passcode or Activation Locked, the iPad is useless to you.

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock.
