For Android user

You need MMS enabled by your carrier. and in your Settings. See the Pic below

Why the Issue?

This is a service provided by your Carrier. So, if you do not have this service, then it is not part of your Cellular Plan, and you apparently need to add this feature to it. Contact your Carrier to get this configured.
