Apple id balance for change country

I have only 0.04 dollars in my id please make it balance 0.00 please i want to change country

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
