I cannot set up my HomePod mini. I reset the HomePod and my home app many times. Still, the HomePod always says "wifi problem", "cannot connect to the wifi". Also, I hold my phone near the HomePod and nothing happened.

Is your Wi-Fi set up with WPA/WPA2 and with any client isolation or guest access feature turned off? See If you can’t set up HomePod - Apple Support.
