Have to re-purchase sticker packs on new iPhone

I recently got a new phone and everything transferred except for my stickers. But for some odd reason, now that I want to transfer my stickers, I have to purchase them again, before it would show a cloud and now it's showing a price. I am signed in with my apple ID, but when I tried looking at the "not in my phone" tab, it's not showing up. Please help, I paid for these stickers and I do not want to buy them again when I never had this problem before with my previous devices.
