Suggestions when using Sharing

When I go to share a photo or screen shot using the share button I'm not getting any suggestions (contacts suggested, etc.) to send to. I get the app suggestions of messages or airdrop but not personalized suggestions of people I text regularly. Any help? Thanks

If you go to Settings>Siri & Search, is Show When Sharing turned on? That is where suggestions come from.
