I received a message on my iPhone that "a hacker was watching and that I will be redirected to the App Store to install the recommended protection app. After installation, open the app and repair your Apple iPhone." Is this a scam? How do I know?

Yes, it's very much a scam, designed to get you to purchase unnecessary software. Ignore it.
