Recover apple ID

I have an old apple ID .. my apple id is my personal email... not while recovering the password instructions are going to my old work ID whcih i don't have access to. Not sure how to get the instructions on personal ID. I called support but they said they can't change the recovery email to personal email (although thats what is the account ID).
