Hi. So today i will buy iphone 12 that is locked because of icloud. I hope there is a way to reset the phone so i can use it.

No, not without the Apple ID and password it's expecting. Activation Lock is an Anti-Theft mechanism.
If the seller will to or can not unlock it, then return it and demand a refund, you will never be able to use it.
Don’t buy it. If you don’t know who set up the activation lock, you will never be able to use it.
Never buy an Apple device with Activation Lock enabled. If you cannot verify that Activation Lock has been removed then don’t pay for the device.
