Apple Pay on Apple Watch

Why when I double click the button on my Apple Watch does Apple Pay not show? It just shows my most recent app on the Watch

See the 'Pay for a purchase in a store with Apple Watch' section in:

Make purchases with Apple Watch - Apple Support

and make sure you are double clicking the side button and not the Digital Crown.
