Hey samzach2,

Have you tried isolating the issue down any? This can help and resolve issues like this. Try logging into iCloud.com from a computer and see if the photos show there. If they show on another device, restart your iPhone and make sure it is up to date as these two steps can resolve many issues:

Update your iPhone, iPad, or iPod touch

Restart your iPhone

Also, try accessing the photos from a different network. Make sure you’re not on a VPN or captive network and no security software is running as that could cause issues with gathering data from iCloud.
