Deactivate cell number from ipad

I attempted to deactivate a phone number from my ipad but i no longer have access to the iphone While attempting to deactivate per instructions provided by apple, i enter the number and I am supposed to receive a code, but i do not and there is no indication of where this code will be sent to. I have also changed my password per recommendation, but this does not remove the old cell number. This issue prevents me from using my ipad for messages and facetime since i no longer have the cell phone.

Try this:

“Update your trusted phone number on your Apple ID account page

Go to appleid.apple.com.
Sign in with your Apple ID.
Go to the Security section and click Edit.

If you want to add a phone number, click Add a Trusted Phone Number and enter the phone number. Choose to verify the number with a text message or automated phone call, and click Continue. To remove a trusted phone number, click next to the phone number you want to remove.”
