I am moving mail from my "on my mac" folder to icloud.com mail
I have multiple folders.
How do I make nested folders on mail on icloud.com Big Sur?

From what I can see, there is no apparent way to make nesters folders on Mail via @icloud.com. The Mail app on MacOS, iOS and iPadOS will let you, though.
