Can’t t text or call one Android user on a new iPhone 13 pro. But my old 6s can text them. Is there a fix?

I can't send imessage or call one person iphone I have a friend who I can neither text or call. I could receive his text (we tried this together). It seems like the problem is on my side. I recently got a new phone and the problem persists. Does anyone know how to solve this?

iMessage is showing signed out on my iPhone. I can call on my iPhone 12 mini. I can receive text but can't send them. and my data doesn't work. I am trying to find the problem but I don't know what is the problem. And it also says this. [Edited by Moderator]
