My iPad's keyboard Caps Lock key switches the keyboard to Russian letters. I am trying to disable Caps Lock Key Switch to / from Latin by going to General > Keyboard where the option should be present to disable this; however, the option is missing. Could it be somewhere else?

It should be in settings > general > keyboard > hardware keyboard I think (with the hardware keyboard connected).
If you don't need to type in Russian, you can also just removed that from settings > general > keyboard > keyboards.
