Troubleshooting Messaging:

A. Try Setting it Up Correctly:

Go Here: Use Messages on your iPhone, iPad, or iPod touch - Apple Support

B. Enable Messages in ScreenTime:

Go to: Settings
Tap: Screen Time
Tap: Allowed Apps
Tap: Messages (So it is in "ALLOWED APPS")
